This contract with our central government client is for a Deputy Head of the Contingent Labour Unit for 6 months. The role is located in East Kilbride or London. Hybrid working is on offer with 40-60% presence in either location required.  

 

Job Description:  

 

Contingent Labour Unit, responsible for contingent labour strategy, policy, governance and operational processes, and contract management of the businesses primary contingent labour contract.  

 

In the role, you will be required to:  

 Establish strong working relationships across corporate functions and with a range of internal and external stakeholders, including their hiring managers, their contingent labour suppliers, Crown Commercial and Cabinet Office.  

 Working collaboratively with HR Resourcing, HR Business Partners, Business Managers, Commercial and Finance colleagues, help to identify and implement strategic approaches to reduce over-reliance on contingent labour.  

 Manage their contingent labour governance processes, acting as secretariat for the contingent labour exceptions panel, leading on contingent labour approvals and spend controls compliance process.  

 Play a key role in strengthening processes to support efficient delivery of contingent labour, including leading risk, data and reporting arrangements.  

 Support on wider projects to strengthen departmental oversight of contingent labour, and improve contingent labour policy and processes.  

 You will also lead contract management of their primary contingent labour supplier contract on the Public Sector Resourcing (PSR) framework.

Requirements

• Commercial and/or HR and/or contract management expertise;  

• Understanding of contingent labour;  

• Ability to build credibility and inspire confidence with senior stakeholders; and build and maintain a wide network of partners;  

• A proactive approach to seeking out areas in which to add value and to improve / develop ways of working or processes;  

• An understanding of how new policies and processes are developed;  

• Excellent interpersonal skills, capable of surfacing issues and forging agreement where there are opposing viewpoints or where the way forward is not immediately clear;  

• Strong written and oral communication skills;  

• Motivation to deliver a quality service.
