Job description

This contract with our defence client is for a Senior Quantity Surveyor for 18 months. The role is located in Aldermaston with 1 day per week remote. The pay rate for this role is 66 UMB/ 49.13 PAYE  

 

Key Accountabilities:  

• Develop complex contract cost models for high-value projects, ensuring compliance with project briefs, timescales, and budgets.  

• Stay updated on market changes to enhance value for money in supplier operations.  

• Measure, validate, and authorize monthly valuations/payments, including verification of man-hour returns, site measures, and claims.  

• Capture and record cost data, including Earned Value Management, for future projects.  

• Control project costs, enhance value for money, and maintain required standards and quality.  

• Develop and maintain working relationships with key internal stakeholders.  

• Maintain high personal standards in environment, safety, health, security, and quality  

• Cost and budget planning through the RIBA lifecycle in preparation for procurement of major construction  

• Collation of NEC forms of contract and other commercial documents for procurement.  

• Development of contract cost models and performance management and incentivisation approaches for use in the contract documentation, ensuring these comply with the project brief, timescales, budget estimates, all relevant contractual requirements, legislation and regulations.  

• Own the commercial evaluation and negotiation of tenders, by measuring, validating, benchmarking tenderers proposals, to enhance value for money, whilst still achieving the required standards and quality.  

• Capturing, recording, and utilising cost data for use on future procurements reporting into the Estimating Benchmarking database.  

• Identify commercial opportunities and mitigate risks during the procurement phase to deliver a sound contract for contract award.  

• Maintain and promote personal high standards in environment, safety, health, security and quality and be a great team player.  

 

As a Senior Quantity Surveyor, your main responsibilities will be:  

• Support the project team in developing project procurement strategies and tender documentation.  

• Maintain records and manage changes in accordance with contractual governance procedures.  

• Manage the contractor incentive model, recommending pain/gain share and providing performance feedback.  

• Support assessment and settlement of contractor claims throughout contracts.  

• Agree on final accounts with the contractor and internal stakeholders, issuing the final certificate for payment.  

• Provide subject matter expert advice and guidance to the Project Team and Supply Chain.  

• Support formal dispute resolution and contract closeout strategy.  

• Assist in the preparation of specifications, including the scope of works.  

• Support the development of business cases and feasibility studies during project initiation.  

• Provide input into investment peer reviews, including budget forecasting, spend, and change controls.  

• Support change initiatives, champion best practices, and ensure adherence to Supply Chain processes, tools, and systems.  

• Demonstrate positive behaviours in line with the company's environmental, sustainability, safety, health, security, quality, and ethics standards.  

• Represent the Client as pre-contract QS in preparation and execution of a procurement for complex major construction in a Defence and Nuclear environment.  

 

Key Responsibilities:  

• Supporting the procurement manager and project team in developing the appropriate project procurement strategies and tender documentation.  

• Design of the contractor incentive model.  

• Providing subject matter expert advice and guidance to the Project Team and Supply Chain.  

• Supporting the preparation of specifications including the scope of works.  

• Supporting the development of business cases and feasibility studies during project initiation.  

• Providing input into investment peer reviews when reviewing budget forecasting, forecast spend and change controls.  

• Supporting change and championing best practice to promote the Supply Chain function.  

• Ensuring Supply Chain processes, tools and systems are adhered to, leading by example.  

• The Company may require you to fulfil any other reasonable duties aligned to your position from time to time in line with business needs.

Requirements

Essential:  

• Procurement Strategies and Tender Documentation  

• Experience in developing project procurement strategies and tender documentation.  

• Cost Reconciliation:  

• Expertise in cost reconciliation processes.  

• Cost Control:  

• Strong proficiency in cost control measures.  

• Construction infrastructure background  

• Procurement- pretender work  

• Commercial input  

• Pre procurement Budget cost estimate  

• Design modelling  

• Show value for money  

• Construction infrastructure background  

• Can look at full life cycle of procurement background  

• Major project experience  

• HS2 Background beneficial  

 

Pre-Contract Senior Quantity Surveyor (Major Construction)  

• Complex major construction experience  

• Knowledge of or experience working within public contract regulations environment  

• Experience within Defence, Nuclear, Utilities or other related infrastructure environment  

• Chartered or working towards MRICS or other related qualification  

• Cost and budget planning through the RIBA lifecycle  

• Design Contractor performance management and incentivisation approaches  

• Collation of NEC forms of contract and other commercial documents for procurement  

• Responsible for commercial evaluation and negotiation of tenders to assess and deliver value of money  

• Identify commercial opportunities and mitigate risks during the procurement phase
