Job Description

Main responsibilities:

To lead the definition and implementation of Quality, Health, Safety, Security and Environment (QHSSE) policies and procedures

To supervise the definition of training needs related to QHSSE

To organize internal and external audits of the QHSSE systems

To supervise the QHSSE Enabling Project.


Ensure the compliance of O&M Services with QHSSE standards, legislation and contractual requirements

Coordinate all activities related to the implementation and maintenance of the Health & Safety and Environmental Management System

Analyse performance achievements related to QHSSE and when necessary recommend changes to procedures

Coordinate worker training in areas such as safety laws and regulations, hazardous condition monitoring and the use of safety equipment

Coordinate and report on H&S activities which includes:

Defining, following-up and reviewing H&S action plans

Coordinating the H&S activities and needs with the other departments

Reporting the performances on H&S


Functional management of QHSSE Managers

Stop any portion of the work which does not comply with the requirements of the regulations

Authorized to stop any work on-site if found to be unsafe

Participates in an on-call duty roster

QHSSE Director reports directly to the General Director

Member of the Executive Committee.


Bachelor’s Degree (Bsc) in an engineering field is required

MBA would be a plus


Water Industry Experience: 5 years

Senior Management Experience : 3 years

Personal attributes:

Strong interpersonal skills to communicate at all levels

Must be fluent in English; Arabic and French are a plus for interface with the client and HQ

Autonomous and synthetic

Strong ability to use networking and databases to bring answers to technical subjects

Important exposure to sites, with regular visits, needing good communication skills


Strong data analysis skills

Project Management skills and organisational skills for coordinating team work

Computer literacy especially Excel, G-Suite, Microsoft Project and the ability to learn new tools

Report writing with ability to synthetize complex problematics
