My client is the leading regional environmental management company, enjoying a presence since 30 years in Saudi Arabia, with activities for municipal and industrial markets including operations & maintenance in water and waste. With Riyadh’s headquarters and operations in the Eastern and Western regions, our clients and stakeholders benefit from the proximity of our experts across the country. Veolia Middle East is answering a bid launched by the National Water Company (NWC) for a 7-year Management, Operation and Maintenance Contract in the Central Cluster, including Riyadh City and 22 cities in the Riyadh province (8.6 Million of inhabitants).

Scope of project:

General water operations & services: production & distribution of water + connection (3 Million m3 per day of treated water produced, 650,000 water connections, 30,200 km of water network)

General wastewater operations & services: collection & treatment of wastewater (1.4 Million per day of treated effluent, 365,000 wastewater connections, 10,700 km of wastewater network)

Customer & Support services

Nature of the project:

Mobilising key staff (>42) to manage and operate the day-to-day water and wastewater services (including billing, collection and customer services)

Delivering a set of 17 projects called “Enabling Projects” to support Performance baselining and improvement

Monitoring the performance of services through 14 defined KPIs that shall be used to calculate the “performance fees”

Implementing 1 mandatory “Initiative Project” on Asset Management and eventually more (optional).

Job Description

Leads the performance improvement process and supports related Managers in meeting KPI objectives.

Supervises the data collection process and establishment of Baselines for KPIs,

Prepares Baselining Data Reports, for agreement with NWC;

Responsible for the implementation of the Performance Monitoring System;

In charge of the monthly and annual performance reports,

Supervises the implementation of the Business Plan Project, the Performance Monitoring

Project and the Performance Monitoring Project

Acts as Deputy to the General Director.

Area of responsibility: Central Cluster

Reporting to the General Director

Validates improvement plans designed to meeting contractual KPI targets.

Member of the Executive Committee.

Qualifications

Bachelor’s Degree (Bsc) in an engineering field is required

MBA would be a plus

Experience:

Water Industry Experience: 15 years

Personal attributes:

Strong interpersonal skills to communicate at all levels

Must be fluent in English; Arabic and French are a plus for interface with the client and HQ

Autonomous and synthetic

Strong ability to use networking and databases to bring answers to technical subjects

Important exposure to sites, with regular visits, needing good communication skills

Skills:

Strong data analysis skills

Project Management skills and organisational skills for coordinating team work

Computer literacy especially Excel, G-Suite, Microsoft Project and the ability to learn new tools

Report writing with ability to synthetize complex problematics
