What you will be doing?

Working as part of the Delivery Team under the Programme Manager. The Operations Manager will lead on the management of quality, cost and timely delivery of all construction

activity carried out on-site through the management of Site Managers and labour resource. Whilst being primarily focussed on managing construction resource, the role will also do an

assurance review on the transition of information from the Principal Designer to the construction team. The Operations Manager will manage their local construction delivery team to ensure all construction activities are provided in compliance with the scheme deliverables and to AW drinking water standards (POSHWSH and National Water Hygiene)

The role is key in terms of Health & Safety and holds local responsibility for Principal Contractor status under CDM and for managing Health & Safety compliance for all delivered

construction work. Responsible for compliance with Environmental Legislation and Policies. The role will also ensure a high level of quality installations is maintained throughout and that ITPs are in place and followed throughout.


 Provide regular updates on progress (time, cost and quality) to the Programme Manager, Planner and other key internal and external stakeholders

 Capture outputs in the relevant corporate systems

 Accountable for change management during the construction stage and working with the design and commercial team to capture and manage the changes.

 Lead and manage the construction team to deliver projects to time, cost and compliance

 Direct line management responsibility for Site Managers

 Responsible for the operation of the local delivery office including any depots or stores

 Responsible for the performance of tier 2 suppliers concerning Safety, Time and Quality

 Ensure RAMS are appropriate and adequate

 Involvement with Constructability reviews and joint sign-off with the Programme Manager

 Focus on efficient working practices to drive cost and time reductions on site

 Understand overall business risks and work with Principal Designer and Programme Manager to manage risks and conflicting demands

 Drive a focus on zero waste and reducing embodied carbon within construction activities

 Ensure the construction teams are focused on Internal and External customer requirements to minimise the impact of our works on Customers and AW’s ODI measures.

 Ensure that the site teams are raising the relevant contractual and commercial notices to the rest of the Project Team promptly.

 Work with Programme Manager and Planner regularly to establish long term resource needs

 Establishing future view on resources and plans (labour, plant and materials) with the Planner

 Recruitment to meet the required demands plan based on a programme developed with Planner

 Proactively inform or escalate any shortfalls or gaps in resources against the delivery plan and take appropriate steps to remedy

 Ensure ongoing short term planning of project needs with Site Managers to maximise resource.

 Complete and comply with all operational site H&S requirements to ensure safe working practices

 Ensure Personal H&S & MTRA are completed and valid

 Ensure near misses are recorded through Good catch

 Carry out ad hoc risk assessment as necessary

 Ensure your behavioural safety and subcontractor procurement aligns with AW H&S principles:-

 Nothing is so important that we cannot take the time to do it safely.

 Responsible for CDM Principal Contractor Role (delegated from alliance partner)

 Compliance with Construction Phase Plan

 Compliance with Environmental legislation and policies

 Fully co-operate and co-ordinate with the SHEQ Advisors on any investigations

 Ensure all operatives of all tiers have the relevant training, valid accreditations and training certificates to undertake the required construction activities


 Operational Water experience

 Contract management skills

 Experience in managing operational resources in a construction environment

 Water Industry construction experience

 NEBOSH or SMSTS qualified

 Alliancing experience

 Experienced in acting as Principal Contractor under CDM regulations

 Full UK driving licence

 Experience of customer management and external stakeholder management

 Knowledge and experience of planning and resource scheduling
