Location: (Andover – Could be based at another SE site) Also home working available with the flex to come in.  

Job Description:

An adhoc self-motivated and dynamic Cost Manager with Quantity Surveying skills to define future projects and provide contract and costing support as required. The postholder will assist with creating a clear assurance framework and providing resolution for any issues.  


The role will be crucial in ensuring risk is suitably identified at the correct level contractually and that compliance standards are met for our Additional Works programme. The cost manager will be responsible for delivering Contractual guidance for maintenance activities across the South East estate.    


The Cost Manager works alongside the technical and compliance team assisting Customers, DIO teams and Industry Partners (IPs) to prioritise, define and shape future projects. They ensure contractor management processes are in place to effectively deliver all work tasks.    

Main responsibilities:  

• Development and maintenance of engagement with function/team stakeholders in order to achieve delivery outputs.    

• Working closely with the Regional Compliance and Technical Services teams to provide a clear assurance framework.   

• Monitor IP performance in line with the contract to ensure that contractual outputs and processes are being met.    

• Work with commercial team members where there is a need for requirement for relevant cost support to resolve a contract pricing issue.   

• Provide professional Cost Assurance on Additional and Core works issues and support post measure assurance process.    

• Provide specific contract and costing support and advice as directed.    

• Undertake programme management activity within area of responsibility, including managing dependencies and working with stakeholders.    

• Ensure that team/function are enabled to deliver required outputs.    

• Lead activity in relation to requirements management.    

• Lead activities in relating to procurement initiatives.    

• Ensure management of local Health & Safety issues.  

Minimum Requirement:  

Experienced QS/Cost Manager  

Good Comms Skills – Challenging customers  

Strong attention to detail  

Money evaluations, cost management advise  

Team Player  


Experience in cost management and/or quantity surveying  

Leadership – Lead on activities/major works  

Construction background  

Strong communications  

Security Clearance: SC CLEARANCE
