Our government client is currently looking for a Project and Portfolio Manager for a 6-12 months contract at £673 inside IR35.

This role aligns to the Project Manager (G7) role from the Government Project Delivery Capability Framework

(PDCF), as set out by the Government Project Delivery Profession. The framework describes the Project

Manager G7 role as being “to lead / manage the project and the project team on a day-to-day basis. The

Project Manager is responsible for driving and overseeing the delivery of the project to ensure that the

objectives are clearly defined and achieved within the agreed time, cost and quality constraints. The Project

Manager has a key role in project governance and working with stakeholders, to ensure the agreed project

outputs are delivered to enable benefits to be realised.”

This role is responsible for managing one or more complex, medium/high risk programmes or

projects, delivering via multi-disciplinary, matrix-managed teams. This involves working with the SRO/change

sponsor to define and own the successful delivery of the business benefits, planning and aligning outcomes at a

programme/portfolio level.

The Project Manager is responsible for creating the right environment for teams to deliver, motivating and

supporting them while removing obstacles. This includes securing and managing internal resources and

external suppliers, taking full responsibility for budgetary forecasting and management, managing the

dependencies and interfaces with other projects, programmes and BAU operations at a delivery level.

The role involves managing a multi-modal delivery environment, mixing established programme and project

methodologies with agile principles and practices. It therefore also encompasses aspects of the Delivery

Manager role, as described in the Digital, Data and Technology (DDaT) taxonomy within the Product and

Delivery job family.

The role is also a senior member of the Project & Portfolio Management (PPM) capability, with responsibility

for improving the performance of the capability through development of the change lifecycle and

methodologies, along with leading and supporting other PPM staff in their personal and professional

development. It involves acting as an ambassador for the Project Delivery Profession and

Government, both internally and externally.
