Our Government client is currently recruiting for a Product Owner, on a 1 year contract paying £650 P/D inside IR35.  

 

Role: Product Owner  

Headcount: 2  

Contract Length: 12 months  

Location: London – min 2 days a week in office  

IR35: In scope  

Pay Rate to Candidate: £650/day  

Security Clearance: BPSS but should be eligible to obtain SC  

 

 

MUST: Extensive stakeholder management  

 

 

Role description  

As a product owner working at the working level, you’ll be responsible for making sure that quality products and services are delivered. You’ll make sure they meet the needs of the people who use them and that they meet the Department for Work and Pension’s goals.  

 

You’ll also provide guidance and management support to delivery teams.  

 

You’ll produce world-class public services designed for the people who use them, in line with the government’s Digital Service Standard leading the development on large scale, complex products and services that deliver to millions of users.  

 

 

 

As a product owner you will:  

• work collaboratively with the product development unit lead (the unit lead is accountable for the unit’s products through their lifecycle, and is responsible for how they’re delivered ) to ensure your teams deliver quality services inline with your vision  

• own, explain and manage the product definition and user needs at all levels of government  

• co-ordinate and prioritise the work of several delivery teams within your unit  

• own the vision and scope of your unit  

• make sure the unit’s teams work collaboratively  

• look for opportunities for collaboration outside the unit  

• be aware of wider departmental priorities  

• co-ordinate the backlog across your products to deliver value and reduce duplicated work  

• prioritise products in the unit  

• work with the unit lead and governance bodies to agree starting new work in the unit, or stopping work where applicable  

• be responsible for the end-to-end delivery of the product  

• be responsible for designing, developing, building and testing secure product solutions for the current and the future  

• lead and direct specialist service teams in monitoring, operating, and supporting technical solutions  

• be responsible for operational relationships with suppliers  

• make sure services and products developed in house or provided by suppliers are in line with industry best practice, and regulatory and contractual requirements  

 

Responsibilities  

You will:  

• Work with the Product Management head of role to:  

o continuously review and learn from best practice,  

o building capability and talent across the product teams  

o lead, mentor and coach product owners in your unit  

o identify capability gaps and training needs in the product owner community and the Digital community  

o develop the product owner community in your product development unit and in your digital hub  

o lead community events and share work and ideas with the wider Department for Work and Pensions product owner community  

o help to develop the product owner and digital community across the wider Civil Service and outside  

• Lead multidisciplinary teams:  

o by making sure user needs are at the heart of product design and delivery  

o to deliver a consistent product vision  

o to deliver strategic outcomes and effective service delivery  

o by working with senior stakeholders, ministers and executive teams inside and outside the organisation  

o by managing other product managers  

o to make sure products and services in your unit are designed, built, delivered and continuously improved to deliver quality and meet user needs and the policy intent  

o by communicating your vision for your product unit effectively to stakeholders  

o including developers, architects and business owners  

o by managing the shared delivery plan, reporting risks, issue and status appropriately  

o by resolving issues and remove barriers  

o by fostering a culture of innovative service design and delivery in your hub and across your portfolio of products and services  

o by working with programme senior responsible owners to provide strategic advice and guidance on ensuring high-quality product and service development  

o to co-ordinate an overall programme of work  

o by prioritising product backlogs and user stories  

o by building strong relationships with government users and other stakeholders  

o by working with delivery teams to estimate and review work  

o by tracking progress, working with the delivery manager to maximise velocity  

o by making sure acceptance criteria are met  

o by being accountable for delivering a successful, high-quality product to deadline and on budget  

o to deliver new and innovative technology products and services  

o by lead implementation of change into the production and live environments while maintaining a stable service, ensuring that all services associated with the product are operated, monitored, supported and maintained to best practice standards, aligned to organisation and service needs, as well as departmentally strategy and policy across all stages of the development lifecycle of the product  

o by making sure that products at all stages are fit for purpose, fully tested and perform as intended  

o by developing management information reporting for areas of responsibility according to best practice standards to support service, financial management and decision making, for example performance, trends and capacity reporting  

o by managing relationships with suppliers of key strategic services to make sure they’re in line with best practice  

o by making sure suppliers that provide the department’s environments deliver value for money and technical stability  

o by making sure negotiations and contracts are in line with best practice, IT and infrastructure strategy  

o by taking responsibility for creating and keeping up a positive and collaborative working environment  

 

• contribute to building the digital culture in the department by:  

o leading and work adaptively  

o be involved in the wider product community, blogging or speaking at conferences  

o act as a lead assessor on digital service assessments  

o provide expertise, advice and guidance to product owners and delivery teams on story writing, estimation, prioritisation, vision and scope planning  

 

Essential Skills and experience required:  

You should:  

● have a deep understanding and experience of using product management techniques, including:  

○ defining a product strategy  

○ defining a product roadmap  

○ shaping, owning and delivering a product vision based on user needs  

○ defending your product vision to challenge  

○ making sure products and services are created with user needs at the Forefront  

○ creating, managing and prioritising backlogs  

• A high level of digital literacy and capability; intellectually strong as well as an excellent communicator; highly articulate and with great leadership skills, comfortable influencing up to Director General level in order to effectively engage with a wide range of digital specialists, suppliers and stakeholder communities and an aptitude for striking a balance between strategic innovation, user needs and operational pragmatism  

• have strong leadership skills so you can play a significant role in shaping and developing the capability of product owners in your hub, with experience leading multiple product teams and of managing other product owners or managers  

• have experience of dealing with large-scale corporate or government projects within complex organisations and working with security related stakeholders and expert teams to enable secure development  

• have experience of managing budgets  

 

Desirable experience:  

Ideally, you’ll also:  

● understand and appreciate software development and design  

● have experience attending a Government Digital Service (GDS) assessment  

● have experience of taking a service live, delivering continuous improvement  

● have demonstrable experience of procurement, commercial management and supplier management in a large-scale organisation  

● have demonstrable, in-depth experience of service management in a complex,  

multisupplier environment, including defining and implementing service management policies and processes (service strategy and service operations)  

● have experience in more than one government department or private sector organisation  

● have experience working with or knowledge of software development, re-usable platforms, master data, APIs (application programming interfaces), data visualisation and infrastructure  

 

Accreditation and qualifications  

Qualification or training in product management, for example:  

● APMG Agile Programme Management  

● Certified SCRUM for Product Owners  

● GDS service management or lead assessor training
