MINIMUM REQUIREMENT:

Work with budget holders in ensuring the business understands the financials to make good commercial decisions and drive down costs; Ensure shared understanding of cost drivers with budget holders and use this data to produce evidence based forecasts; Ensure accurate and timely consolidation of financial positions; support controls and governance to manage the resource provision. Maintain a suitable trail for budget delegations, spend limits, procurement considerations, segregation of duties, compliance with standards and governance requirements. Ensure financial information provided to managers is robust to enable them to make informed decisions. Double Entry Journals, book keeping and reconciliation to balance sheets. General Ledger, Oracle and Financial Systems, High level of IT skills (excel to intermediate level as a minimum). Full membership of CCAB accounting institutes, CIMA or recognised equivalent and compliance with Continuing Professional Development requirement of their professional accountancy body

Financial management of £17m of European funding, providing financial assurance over budgets, actuals and forecasts to the Director of Operations, MMO Finance Director and European Funding Managers managed through a large programme of activity.

Translate complexities of programme financing and Agile project approach into meaningful reporting, analysing financial and non financial data to provide useful insight to Programme SRO, Programme Sponsor and other Stakeholders in a way that can be easily understood.

Responsible for the provision of regular finance information to project managers and programme manager, highlighting key budget variances and developing project forecasts.

Identify, implement and maintain appropriate financial governance and controls across the programme and wider use of European funding managed by the MMO to ensure eligibility of funding and protect Accounting Officer through maintaining integrity of MMO governance framework.

Scrutinise project finances and commercial approach to establish value in contract management and act as critical friend to ensure financial and governance implications are well understood with risks identified and escalated when needed.

Develop approach to account for projects developed under an Agile environment to ensure correct and appropriate accounting treatment for capital and revenue spend.

Implement best practice approach to Agile project accounting and embed Treasury Green Book Principles in all aspects of governance / approvals.

Responsible for interpretation and implementation of relevant accounting standards to ensure assets under development are correctly accounted for in relation to the European grant funding used to fund 90% of project financing.

Introduce recharge mechanisms to recover development costs and ongoing running costs from partner organisations, ensuring appropriate cost drivers can be identified and monitored ongoing.

Develop a system accounting approach to impact IT project development on existing MMO IT infrastructure and impact ongoing running costs to inform future operating state.

Assure the accounting treatment for all expenditure and corresponding income recognition in relation to control funding, providing assurance to MMO Finance Director over integrity of financial ledgers and reporting of EU finding streams.

Provide robust forecasting to the Defra Finance in respect of the National match funding requirement and inform work to impact liabilities that would have to be met through the HM Treasury Guarantee in the event of different EU Exit scenarios.

Represent Finance Team on Programme Boards, presenting finance information to Board Members and support the SRO to hold Project / Programme manager to account over budget management.

Responsible for system of financial control across projects, ensuring processes are in place to monitor contractor spend and identify risks to budget before they happen.

Responsibility for cash flow management and accounting for programme funding, including both EU and domestic funding streams.

Qualifications:

Qualified Accountant (CIMA, ACCA, CIPFA or equivalent)

Experience:

Prior experience of accounting in the public sector would be an advantage

Accounting within an agile project environment would be an advantage
