Our Public sector client is currently recruiting for a Programme Procurement Lead, on a 6 month remote working contract paying £750 P/D inside IR35 remote.

Role: Programme Manager

Contract Length: 6 months

Location: Remote

IR35: Inside

Pay Rate to Candidate: £750pd Umbrella

Minimum Requirement: • Must have worked on a high profile project within the public sector

Security Clearance: DBS

About this role

This role will report directly to the Programme Head and have a specific responsibility for leading and managing a range of complex procurement activities that are required to support e-RS over the next 6 months.

They will:

• Be responsible for leading, managing and delivering all procurement activities relating to the programme.

• Engage effectively with the-RS Commissioners, Stakeholders, and users to develop a commercial and procurement strategy that will enable e-RS business objectives to be met.

• Work collaboratively with the Commercial, Procurement and Legal specialists to develop an eRS approach to procurement that is legally compliant and maintains delivery momentum.

• Work with the e-RS team, SMEs and stakeholders to develop specifications and requirements which meet user needs.

• Develop commercial and procurement governance arrangements and business processes to support current and future procurement and commercial activity, in line with Government and policies.

• Manage on behalf of the programme, the processes required to deliver successful procurements, including supplier engagement, communication and bid evaluation.

• Effectively identify and manage risks and issues relating to procurement for the programme and ensure mitigations are in place.

Knowledge, Skills, Experience and Qualifications

• Educated to Masters level or equivalent qualification or experience.

• Significant knowledge and experience in procurement in a digital public sector environment, including the establishment of processes and structures for effective procurement whilst maintaining delivery momentum.

• Highly developed stakeholder management skills and experience, including engagement with users.

• Experience of market engagement and effective communication with suppliers.

• Excellent understanding of developing requirements, engaging suppliers and evaluating bids.

• Knowledge and understanding of health and social care, and its strategic direction, and relevant political drivers.

• Recognised qualifications in project/programme/procurement methodologies or equivalent experience

• Experience of managing multi-disciplinary teams to influence and empower others to achieve change.

• Highly developed skills in risk and issue management

• Knowledge and understanding of project and programme management methodologies and practices

• Risk and Issue Management: Proven ability to manage risk and issues, including those that are strategic and politically sensitive. Ensures mitigation is in place and resolves issues through negotiated agreement.

• Commercial and Contract Management: Proven ability to develop constructive working relationships with suppliers to elaborate requirements, facilitate and influence supplier designs. Demonstrate experience of effective contract management and manage contract closure.

• Communication and Stakeholder Relationship Management: Develops and maintains communications with a wide range of stakeholders on complex situations. Builds highly effective collaborative relationships with a wide range of senior professionals within and around the health and social care sector and with external suppliers.

• Leadership and Strategic Perspective: Manages large multi-disciplinary teams including the deployment of key resources to overcome obstacles of delivery. Clearly communicates and reinforces the objectives, values and vision of the project/programme to team members and stakeholders.

• Programme Management: Proven ability of working within a recognised programme/project framework and managing an entire lifecycle to deliver complex programmes and projects. Proven experience of assessing business readiness and completing the effective closure of programmes leading to handover to service.

• Planning and Resource Management: Record of being accountable for identifying and securing all resources to ensure full capacity and capability for successful programme/project delivery to time, cost and quality requirements. Significant experience of directing the planning, scheduling and estimating for complex and large scale / high profile projects and programmes
