DESCRIPTION:

The purpose of Captain of the Base (CoB) Department is the provision of services and facilities for all Service personnel at HMNB Clyde, including accommodation, catering, medical/dental, sports and recreation, welfare and personal administrative support.

The creation of a Single Integrated Operating Base (SIOB) for the Submarine Service will result in the Service Population at Faslane increasing from circa 3,400 (2018) to Circa 5,000 by the early 2030s. This change will require additional living accommodation for Service personnel at HMNB Clyde. At present, it is believed that the amount of local Service Family Accommodation (SFA) is sufficient, but a shortfall in Single Living Accommodation (SLA) will be experienced from 2019 onwards.

All HMNB Clyde staff must be familiar with, and adhere to, Establishment Health & Safety and Environmental Protection regulations and procedures and complete all relevant mandatory training.

Purpose.

The Project Manager’s purpose is to support the delivery of the Clyde Future Accommodation Project. This project aims to reduce the predicted demand for Single Living Accommodation (SLA) at HMS NEPTUNE by reducing barriers to the private accommodation market. The incumbent will lead on research and information management and will work directly with NCHQ, other MOD departments, Service families, the Local Authority, Private and the Third sector.

To be the principle staff officer supporting the Clyde Future Accommodation Project.

To conduct research as directed by SO1 Projects.

To interact with MOD People Support, NCHQ, DIO and other internal authorities as necessary to develop solutions to the Clyde Accommodation issue.

To engage with all External Stakeholders including Local Authority Executive (Argyll & Bute Council and West Dunbartonshire Council), Scottish Government and private sector providers.

To generate and maintain all necessary project documentation, including the Project Management Plan, Risk Register and Benefits Register.

To undertake programme and project work as directed by SO1 Projects.

Competences

The post holder is to be:

Educated to at least an HND/HNC or degree level.

Recognized practitioner in Project and Programme Office Management; Management of Successful Programmes (P), PRINCE 2, and Earned Value Management

Have comprehensive knowledge of relevant legal regulations.

Responsibilities

Authorised to represent Captain of the Base as necessary.

Consistency of approach to delivering the scheduled project.

Objectives

Role objectives follow from purposes:

Develop a progressive and productive working relationship with relevant SRO/RSO’s.

Interpret and develop client’s requirements working within budgetary constraints to the pre-determined deadlines

Delivery of comprehensive skills transfer to enduring Civil Service and Royal Navy staff.

Establish coherent and common artefact templates and baselines that add value to decision making and governance processes.
