Job description
This contract with our central government client is for a Emergency Management Planner for 12 months. The role is located in Seascale and requires 3 days on site with the other 2 at home. Flexible working is required. The pay rate is £18.77ph PAYE / £24.67ph UMB.

Duties:
To assist the SNM areas duty holders to achieve the expected standards of the Nuclear Site License Condition 11 – Emergency Arrangements.
• Work with multiple Operations Team Leaders and Operations Managers to ensure Security and Resilience (S&R) arrangements are implemented at operational-level in accordance with site standards, practices, and policies.
• Support Senior Emergency Planner and occasionally take a lead role in developing and maintaining emergency preparedness processes, plans and procedures.
• Support Senior Emergency Planner and occasionally lead in developing, conducting, coaching, and evaluating emergency drills and exercises in order to ensure local capabilities and arrangements are in place for response to a facility emergency situation.
• Support Senior Emergency Planner in drills and exercises at local facilities during, facility, site, district, and national-level emergency.
• Support Senior Emergency Planner in the command and control coaching and mentoring of multiple facility Emergency Duty Teams (EDTs).
• Support Senior Emergency Planner in implementation of improvement activities against defined schedules.
• Support Senior Emergency Planner and occasionally take a lead role in maintaining compliant and effective emergency facilities.
• Support Senior Emergency Planner and occasionally take the lead in appropriate, fit for purpose emergency equipment identification and availability.
• Maintain S&R health-check metrics, dashboards, and key performance indicators.
• Work with different Operating Units and Facilities across a number of Directorates.
The scope of the work is to plan and deliver the scheduled exercises in a variety of plants against set emergency instructions and procedures, coaching and mentoring the teams, feeding back results and managing stakeholders expectations.
Requirements
Essential Skills:
• Experience in planning and process development which may include Emergency Planning.
• A degree of organisation and planning skills of self and others to meet service delivery to time schedule.
• Ability to think logically and analytically to resolve problems.
• Evidence of application of Nuclear, Radiological and/or Conventional Safety in own work area.
• Proficient in Microsoft Office Applications.
• Planning and presenting information to high standards.
• Self-confidence to work with facility operational teams, providing feedback to individuals and groups.
• SC Clearance or the ability to achieve, and a willingness to attain DV Clearance if needed.
Desirable Skills
• Flexible attendance (to support shift rotas and drills/exercises etc.).
• Stakeholder management and influencing skills.
• Experience of working in an operational environment and radiological controlled areas.
• Knowledge of Emergency Arrangements and/or experience of operational-level emergency preparedness/response (can be internal and/or external to Site) i.e. been involved in an ACP, ICC or SECC Team as part of an exercise or real emergency, could also have been a member of an external emergency response organisation etc.
• Ability to deputise for colleagues.
