Our Major Public sector client, is currently recruiting for a Commercial Manager, on a 6 month contract paying £500 P/D Inside IR35.

Role: Commercial Manager

Contract Length: 6 months

Location: Remote but will be expected to go into either London or Leeds when required

IR35: Inside

Pay Rate to Candidate: £500 per day

Security Clearance: BPSS (Basic Disclosure)

Job description

Commercial specialist required to join the NHS Digital Data Services Commercial team. Individual will be expected to undertake the role of commercial lead for upcoming multi-million pound programme of work within the Data directorate, independently overseeing all commercial aspects of the programme. In addition, they will be expected to pick up ad-hoc priority or specialist commercial projects.

Experience required

• Experienced in assessing requirements and drafting, and socialising commercial and procurement strategies

• Experience running procurements end to end, including requirements analysis and documentation, tender pack drafting, supplier/market engagement, contract drafting, negotiation, finalisation and award

• Confident in independently executing procurement strategies

• Commercially astute – understands the whole procurement lifecycle

• Deep understanding of how procurement works and associated risks

• Public procurement regulations knowledge

• Highly desirable - ICT and data procurement space experience

• Experience of working with and managing a diverse set of internal and external stakeholders

• Independent workers – someone that doesn’t need any training

• Team player

Desirable Qualifications

MCIPS accreditation or evidence of equivalent level of experience

IACCM Expert status or evidence of equivalent level of experience

Evidence of specialist knowledge over a number of disciplines and commercial practices and procedures

Additional Skills required:

Communication and Relationship Skills:

Demonstrates the highest level of written and verbal communication skills, dealing with extremely difficult and highly sensitive subjects on which the reputation and success of NHS Digital might rest. Works alongside senior team leaders to help develop and deliver the communication, stakeholder and/or marketing strategies and plans ensuring these fully support wider strategies and the plans that support its delivery. Is an established and experienced communications or marketing professional, using the highest level of interpersonal and communication skills, able to alter their style, tone, and approach to remove barriers to understanding across the full range of customers and stakeholders, often in a hostile, antagonistic or highly emotive atmosphere. Development and management of effective working relationships including maintaining virtual networks e.g. across NHS England, Department of Health and NHS Trusts. Positively influencing and persuading programme team members to take a specific course of action.

Analytical & Judgemental Skills:

Judgements involving highly complex facts or situations, which require the analysis, interpretation and comparison of a range of options. Understands and applies relevant strategies, policies, standards and practices to their area of responsibility. Analyses requirements in detail, from multiple sources, to arrive at credible and coherent solutions and proposals. Develops or Assists in the assurance of complex documentation and in alignment with (Business / programme / Service requirements and Business and NHS strategic objectives. Proficient expert in a (insert name) discipline and can apply that knowledge to the domain or programme to which the role is assigned and makes appropriate judgements on complex issues as required.

Planning & Organisational Skills:

Long term strategic plans extend for at least the future year, which involve uncertainty, and which may impact across the whole organisation, taking into account the overall aims and policies of the service/directorate/organisation and create an operational framework. Plays an active role in design sessions for solution designs with stakeholders. Creates and maintains work packages, identifying milestones and deliverables aligned to plans, specific to their area of responsibility and in line with objectives. Formulates plans specific to their area of responsibility and in line with (Business/project/programme/service) objectives, these are often complex comprising multiple components. Formulating plans, developing, structuring and scheduling plans or strategies.
