The role:

• To ensure the business has an ongoing view of immediate and long-term financial implications, opportunities and risks relevant to all material business decisions related to the circa £70m budget;

•Lead and promote good financial management, including by ensuring it has appropriate financial and commercial processes that are easy to use, used by the business, include all relevant sending approvals, and meet changing business needs.

•Ensure the business has robust internal controls and governance processes in relation to spending decisions whilst enabling the business to deliver at pace.

•Support the strengthening the financial management of the Surveillance budget, including ensuring consistent standards and processes of financial management are in place

•Develop and implement a financial strategy, designed to support the delivery of the organisation objectives, and to improve its ability to manage financial resources effectively including the delivery of improved budgeting and forecasting.

This should include plans for ensuring the circa £30m WW budget is managed as effectively as possible, and a proposal for budget management post 31 March 2021 when it might be appropriate to merge two existing budgets

•Develop and implement a strategy for contract management, ensuring all the contracting arrangements are compliant with relevant guidance by September 2021 and driving supplier performance and the delivery of savings and efficiencies through robust, outcomes-based frameworks;

•Work in partnership with business leads to manage the relationship with suppliers to maximise the value obtained from all contracts.

•Lead on the development and submission of the businesses SR bid

•Lead the finance and commercial support team, ensuring the team achieves its objectives, and improving staff development and engagement; and

•Build and maintain strong and effective relationships with internal stakeholders and wider government Finance, Commercial business partners and colleagues to support the delivery of the businesses mission.



•Public Sector experience

•Strategic commercial view acting as a conduit between a variety of business areas

•Highly Numerate

•Budgeting and Forecasting


•Understanding commercial processes

Desirable Qualifications/Skills:

•Finance qualification would be a nice to have

•Commercial acumen
